    A coal gasification plant planned for northwestern New Mexico to produce 250 MMCFD of pipeline quality gas (SNG) using the German Lurgi process is discussed. The SNG will be commingled with natural gas in existing pipelines for delivery to southern California and the Midwest. Cost of the plant is figured at more than 1.4billioninJanuary1978dollarswithacurrentinflationrateof1.4 billion in January 1978 dollars with a current inflation rate of 255,000 for each day of delay. Plant start-up is now scheduled for 1984

    Forecast Rationality and Monetary Policy Frameworks: Evidence from UK Interest Rate Forecasts

    This paper explores the heterogeneity and rationality of professional forecasts at both short and long forecast horizons. We employ disaggregated survey data for forecasts of three-month inter-bank rates and ten-year gilt yields for the period 1989-2006. We find evidence of heterogeneity among forecasters. Moreover, forecasts violate both the unbiasedness and orthogonality conditions of the rational expectations hypothesis. The majority of biased forecasts underestimate the future spot rate. The rationality of forecasts varies across maturities and forecast horizons with short horizon and short maturity forecasts exhibiting more rationality. It also varies across sub-periods corresponding to different monetary policy frameworks. We produce evidence indicating that both monetary policy actions and elements of communication policy have information content regarding the rationality of forecasts. Changes in official bank rates and disagreement, as recorded in the minutes of the Monetary Policy Committee, influence the rationality of forecasts. The publication of inflation reports has no effect

    AIS Investigation of Agricultural Monocultures

    Airborne Imaging Spectrometer (AIS) data were acquired over an agricultural area in eastern San Joaquin County, California in July, 1984. Cover type information was subsequently collected for all fields along this flight line. The lack of detailed ground data on individual fields, however, limited AIS data analysis to a qualitative comparison of the spectral reflectance curves for a total of nine cover types. Based on this analysis, it appears that cover types with a positive slope in the 1550 to 1700 nm region have a higher spectral response in the 1200 to 1300 nm region compared to those cover types with a negative slope in the 1550 to 1700 nm region. Within cover type, spectral variability was also found to be greater than that between cover types. Given the lack of additional field data, the reason for these differences is a matter of speculation
